Best, Corinna *** CALL FOR PAPERS RENPET: Jean Monnet Network on EU Foreign Affairs First Network Conference 1-3 June 2022 University of Leiden, The Netherlands Research Workshops "European Foreign, Security and Defence Policy in time of European War: Contestation at home and abroad". Papers and presentations are sought on any aspect of how the EU, its individual member states and/or the EU’s global partners have responded to Russia's second invasion of Ukraine and how these responses fit or do not fit to our established models and assumptions of how EU foreign, security and defence policy work. More broadly, papers and presentations are also sought on the nature and implications of the evident contestation of norms, principles and practice that we are witnessing both within Europe and between the EU, its member states and global partners and impacts on foreign policy. How are these contestations being reinforced or undermined by contemporary political developments at home and globally? “Research Support for Ukrainian colleagues and students”. Presentations are sought from colleagues for a research practice-focused session on how universities have and might better support Ukrainian colleagues and students, whether through formal programmes such as Scholars at Risk or at institutional/research project level. The goal is to share experience, identify best practice and bring lessons home to our respective institutions for practical implementation. Teaching Workshops “Teaching in Time of Crisis”. Papers and presentations are sought on any aspect of how scholars can best teach in contexts where their subject matter is rapidly evolving in real time. In time of war, crisis, political upheaval and other kinds of major substantive change, what kinds of teaching practice/pedagogy is best suited to addressing real-time challenges while ensuring scholarly rigour and appropriate perspective is maintained? Nowhere is this more consequential than in the realm of human rights and political violence. Internet access, camera phones, social media platforms, GPS location data, and high resolution satellite photography have brought into view new, more specific, conceptualizations of human rights across the democratic world. Digital sources of evidence are produced through the computational processing of signals as well as themselves being input to downstream machine learning algorithms used to recognize patterns of violations and protections across the globe. In particular, hybrid machine learning-human-in-the-loop decision systems offer the promise of an enhanced capability to understand, forecast, and potentially mitigate violence and abuses. The widespread availability of digital video evidence of police brutality targeted at minorities in the United States is one high profile example. However, there is a dark-side to this cascade of human-computer interaction. The same computational tools that researchers and human rights non-governmental organizations use to study protections and violations are crucial tools of surveillance, repression, and control in autocratic states - not only ubiquitous cameras and GPS tracking, but image, text, and network analysis tools. Moreover, computationally-accelerated rights' abuses are not limited to autocracies. Dataveillance, the use of machine learning on digital trace data to predict on and offline behavior, is a particular accelerant to polarization, distrust of experts, and extremism. Machine learning algorithms, both intentionally (through ad networks and A/B testing) and unintentionally (through optimizing attention), have weaponized diversity and values in important contexts. Our research team has tracked, with machine learning, the increasing role of algorithms and computation in producing human rights abuses around the world in autocracies and democracies. Despite this, our understanding of dataveillance is extremely limited because common misconceptions about computing and society lead to technical blind spots for social scientists and policy-makers as well as social and policy blindspots for technicians. While GDPR and other emerging regulations to protect privacy are one step in limiting the danger of dataveillance in democracies, new human rights threats, from deepfakes to the metaverse, are on the horizon and will require novel frameworks to simultaneously measure and protect rights. Accordingly, we hope your transition from winter to spring has been less unpredictable than the weather gods. We have had busy two months. We (co)organised two roundtables on the ongoing conflict on Ukraine, an event on the French elections, and a book launch. Continuing this, we have a few exciting upcoming events. Forthcoming Events On 12 April, Özlem Tür (Middle East Technical University) will deliver a lecture on ‘Turkey and the Middle East since the Uprisings: Between Ideology and National Interest’. The event will be held in lecture Wijnhaven 3.46 between 15:00-17:00. Muge Kinacioglu will act as discussant. Corinna Jentzsch’s new book Violent Resistance - Militia Formation and Civil War in Mozambique (CUP) will be jointly launched by the African Studies Centre Leiden (ASCL) and LUCIR. The event will take place in S.B45 at Pieter de la Court/Faculty of Social Sciences on 14 April. Vanessa Newby and Tom Buitelaar would like to gauge interest for a specialized reading group that would discuss current scholarship offering various perspectives on peacekeeping/peacebuilding. This new reading group might be a good opportunity to connect colleagues working across Leiden University on this particular topic. Vanessa and Tom hope to enable in-depth discussions and potentially also facilitate a platform for joint research projects. The idea would be to come together (virtually or in-person depending on preferences and possibilities) once a month to exchange ideas and reflections on a particular (set of) article(s) proposed by one of the reading group members. Journals In a new publication titled ‘International Organizations’ response to member state contestation: from inertia to resilience<https://academic.oup.com/ia/article/97/6/1963/6412475?login=false>’ for International Affairs, Giesla Hirschmann examines how International Organizations (IOs) deal with budget cuts. Based on her analysis of the response of United Nations Population Fund (UNFPA) to slashing of its budget under various US administrations, Giesla identifies an organization’s threat perception, the position of other member states, and bureaucratic leadership as relevant factors determining IOs overall strategy. LUCIR: Lecture by Prof. Özlem Tür on Turkey and the Middle East since the Uprisings: Between Ideology and National Interest

Turkey and the Middle East since the Uprisings: Between Ideology and National Interest The second decade of the 2000s presented many challenges for Turkey in the rapidly changing Middle East politics. Multidimensional relations of the previous decade began to falter as the Uprisings caught Turkey off-guard. In Syria, it staunchly supported the opposition and actively pursued a regime change strategy. As Muslim Brotherhood and its affiliates, i.e. al-Nahda, came to power in Egypt and Tunisia, Turkey also pushed for a Muslim Brotherhood-led change in Syria, which failed terribly. When the Muslim Brotherhood was ousted from power in Egypt in 2013 and Turkey’s protests fell on deaf ears, Turkey entered a period of growing isolation regionally and internationally. Its ideological stance made Turkey a party to the Gulf crisis of 2017 and its policy in Libya, also at odds with other regional actors, put an additional toll on Turkey’s “lonelinesss”. In the meanwhile, with increasing security concerns in Syria, Turkey engaged in several military operations, finding itself facing Russian and Iranian counterparts. As Turkey had to re-position its policy towards the region, and gave significant concessions towards Russia especially in the military field, its commitment to its traditional allies – the US and NATO – became increasingly questioned. After several years of “loneliness”, Turkey in the recent months have been trying to mend ties with Egypt, the Emirates and Israel. Did Turkey give up its support for the Muslim Brotherhood and its ideological position? What can explain this rather radical change? This talk, after an analysis of Turkey’s policy in the 2010s and its growing isolation in the region, will try to address the domestic, regional and international reasons that led to a recent rapprochement with the regional powers of the Middle East. Since the Russian invasion of Ukraine, these elections have gained a new geopolitical significance. Emmanuel Macron has sought to embody the Western liberal order resisting the authoritarian values represented by Vladimir Putin, while his most likely candidate in the runoff, radical-right candidate Marine Le Pen, has maintained both ideological and even economic links with the Russian president over the years.
