The swift seizure of power by the Taliban in August 2021 is increasingly being analysed from the point of view of regional and global security. Discussions rarely, however, focus on the plight and condition of Afghans themselves. And when they do, such as on the issue of women’s rights, orientalist tropes abound. This Roundtable proposes to focus on the ongoing conflict in Afghanistan and the adjacent area in Pakistan, formerly called the Federally Administered Tribal Areas (FATA) which was the stronghold of the Taliban in Pakistan, from the perspective of women in the region. The hard-won freedoms and rights of Afghan women are under grave threat. In fact, Afghan women have faced enormous difficulties and obstacles in their quest for securing minimal human rights over the past two decades. They bore the brunt of the Taliban-led insurgency that purposefully targeted female public figures. Further, they had to contend with the government that was still dominated by patriarchal warlords of yesteryears. Likewise, the four decade old war in Afghanistan has also had a devastating effect on the lives of women in the ex- FATA region of Pakistan. This event will feature some prominent women activists, academics and politicians who have played a significant role in advocating the cause of women in Afghanistan and Pakistan. The speakers will analyse the impact of Taliban’s ascent to power on the politics and society in general, and women in particular. His book focuses on the following questions: How do warlords survive and even thrive in contexts that are explicitly set up to undermine them? How do they rise after each fall? Warlord Survival answers these questions. Drawing on hundreds of in-depth interviews in Afghanistan between 2007 and 2018, with ministers, governors, a former vice-president, warlords and their entourages, opposition leaders, diplomats, NGO workers, and local journalists and researchers, Romain Malejacq provides a full investigation of how warlords adapt and explains why weak states like Afghanistan allow it to happen. The book discusses thehuge challenges faced by energy markets today – notably, their decentralization and decarbonization – in the light of the ongoing quest for energy security. Joris Larik is co-hosting a conference on 14 and 15 October in Bruges on "The European Union and the Governance of Contested Global Spaces". The conference will be launched on Thursday, 14 October, at 17:00, by the Department’s annual EU Diplomacy Lecture<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.col...>, which will be delivered by the EEAS Ambassador at Large for Climate Diplomacy, Marc Van Heukelen, on “EU Climate Diplomacy: Projecting Green Global Leadership”. Participation is open to all interested, physically and in part virtually. On 3 November, Rahul Rao will deliver a talk on his award-winning book, Out of Time: The Queer Politics of Postcoloniality. LUCIR is organizing this event in collaboration with the MAIR Programme and its student body, ISSA. The book investigates the impact of colonialism on the politics of sexuality, religiosity and the political economy of homophobic moral panics. This may be of particular interest to colleagues and students working on IR theory, postcolonialism, gender and queer theories. On 11 November, LUCIR will organize a book launch for Diana Natermann’s Pursuing Whiteness in the Colonies: Private Memories from the Congo Freestate and German East Africa (1884–1914). It offers a new comprehension of colonial history from below by taking remnants of individual agencies from a whiteness studies perspective. The discussion will feature a short presentation from Diana, followed by responses by Walter Nkwi Gam and Yusra Abdullahi. Andrea Warnecke will chair this LUCIR event from 16:30-18:00 in Lipsius 204. On 22 November, we will host the South Africa’s foreign affairs minister, Naledi Pandor. She will speak on Africa’s role in world politics. This LUCIR lecture is scheduled for 17:30-19:00 and we will communicate final details about the venue as soon as we have them. We’ll close off the semester with a double book launch! Isabelle Duyvesteyn’s Rebels and Conflict Escalation: Explaining the Rise and Decline in Violence (CUP 2021) and Miriam Grandia Mantas’s The Civil-Military Decision Paths to Uruzgan and Helmand (LUP 2021). Both these books discuss why do military interventions take shape and lead to violent engagement as well as escalation. This LUCIR event is scheduled for 9 December (15:30-17:00) at the Spanish Steps in Wijnhaven building. The event will be followed by our annual end-of-the-year drinks. PUBLICATIONS Karen Smith “ ‘Challenging International Relations’ Conceptual Constraints: The International and Everyday Life across Borders in Southern Africa<https://www.uidergisi.com.tr/yazilar/uluslararasi-iliskilerin-kavramsal-k...>” in the recent issue of Uluslararasi Iliskiler. Karen explores the apparent dichotomy between how concepts like ‘the international’ are interpreted by IR scholars and the experiences of ordinary people on which these concepts are imposed. Contrasting the neat analytical presumptions about ‘borders’ in IR works against their abstract and messy experience by the people, Karen problematizes the International and the scholarship on it. In “Internationalism, Diplomacy and the Revolutionary Origins of the Middle East's ‘Northern Tier’<https://www.cambridge.org/core/journals/contemporary-european-history/art...>” published in Contemporary European History, Alp Yenen elucidates the international lives of the Young Turk leaders in the 1920s. He shows how these leaders remained at the centre of a significant moment in transnational revolutionary diplomacy in Eurasia. Although they were able to partake in international politics, they ironically reduced their own legitimacy and capacity as non-state actors by championing revolutionary bilateralism between Turkey, Iran, Afghanistan and Soviet Russia. Niels van Willigen published a chapter titled “Dutch Foreign Policy: Staying the Course Amid a Changing World<https://link.springer.com/chapter/10.1007/978-3-030-68218-7_9>” in a book titled, Foreign Policy Change in Europe since 1991 (Palgrave 2021). The article argues that despite momentous changes in world politics, the Netherlands has adhered to a liberal internationalist foreign policy approach, seeing this as an optimal way to promote its trade and security interests. Jonah Schulhofer-Wohl co-authored an article with Matt Buehler titled “The International sources of prejudice against Shi’a in the Middle East and North Africa: Original survey evidence from Morocco<https://www.tandfonline.com/doi/full/10.1080/13629395.2021.1974198> '' in Mediterranean Politics. The article explores the role of external factors in contributing to anti-shia bigotry in the countries of the MENA region. Based on the evidence collected from Morocco, the authors argue that the source of the Moroccan Sunni majority’s prejudice against Shias is not the sense of fear from this small and politically insignificant minority but Sunnis’ view about developments in regional politics where lately sectarianism has emerged as a key driver. Maxine David co-edited The Routledge Handbook of EU-Russia Relations<https://www.routledge.com/The-Routledge-Handbook-of-EU-Russia-Relations-S...> with Tatiana Romanova. This comprehensive volume with 40 chapters and an introduction from the editors explore the many facets of the relationship between Russia and the EU. The book brings scope, balance and depth to understanding this relationship and offers tools for critically analyzing and conceptualizing the new developments in the relationship. With Seçkin Köstem, Morena Morena Skalamera Groce published “The dual transformation in development finance: western multilateral development banks and China in post-Soviet energy<https://www.tandfonline.com/doi/abs/10.1080/09692290.2021.1974522?journal...>” in Review of International Political Economy. The article explores how Western multilateral developmental banks (WMDBs) and China have influenced each other's lending practices and are indeed cooperating in Central Asia and the Caucasus. The authors show that the neoliberalism vs. state-capitalism is unhelpful in understanding the post-Soviet energy sector includes. Corrinna Jentzsch published “RENAMO and Mozambique”<https://oxfordre.com/africanhistory/view/10.1093/acrefore/9780190277734.0...> in the Oxford Research Encyclopedia of African History (OUP). The chapter discusses the troubled and uneasy relationship between Mozambique's main opposition movement, Renamo and the ruling party, Frelimo. Even though Renampo stuck a peace deal with the government, Corinna argues that peace remains fragile. Renamo's bid to gain power through the electoral route has so far met with failure, which is a source of frustration. In “Tenure through Tyranny ? Repression, Dissent , and Leader removal in Africa and Latin America , 1990-2006<https://academic.oup.com/jogss/advance-article/doi/10.1093/jogss/ogab023/...>”, Babak Rezaee Daryakenari with his co-authors Christen Davenport and Reed M Wood explores how the interaction between a leader and the opposition in conflict situations shapes the latter's fate. Drawing on a large data set of 69 African and Latin American states between 1990 and 2006, they suggest that incumbents are vulnerable to coup d’ état when government repression is perceived as weaker than would normally be expected for a given challenge. Their article was published in Journal of Global Security Studies. Andrew Gawthorpe asks why the United States never made a serious effort to push the non-Communist regime in Saigon to carry out an extensive land redistribution programme, since land tenure was a significant motivation to members of the Vietnamese communist movement. All this and more, in “Modernization, Agricultural Economics, and U.S. Policy towards Land Reform in South Vietnam<https://www.tandfonline.com/doi/full/10.1080/07075332.2021.1953108>” which was recently published in The International History Review. Vineet Thakur and Karen Smith co-edited a special issue on “The Multiple Births of International Relations<https://www.cambridge.org/core/journals/review-of-international-studies/a...>’ for Review of International Studies. Their introduction to the special issue highlights why it is important to look at the roots and the routes of disciplinary journeys of IR outside of the conventional western story. The Transatlantic Era (1989-2020) in Documents and Speeches<https://www.routledge.com/The-Transatlantic-Era-19892020-in-Documents-and...> (Routledge 2021), edited by Bram Boxhoorn and Giles Scot-Smith, will be out in late-November. This is an accessible textbook that uses key documents from this period to demonstrate the rise and decline of transatlantic relations. It provides a novel interpretive framework by proposing that the three decades between 1989 and 2020 represent a distinct ‘transatlantic era’. IN THE MEDIA Tom Buitelaar published a blog titled ‘How Individuals Matter in UN Peacekeeping Human Rights Policy<https://www.cips-cepi.ca/2021/09/23/how-individuals-matter-in-un-peacekee...>’. Written for the Center for International Policy Studies, Tom examines the role of the human rights office in peace missions. Andrew Gawthorpe published two pieces recently. The first, Afghanistan and the Real Vietnam Analogy<https://thediplomat.com/2021/08/afghanistan-and-the-real-vietnam-analogy/>, published in The Diplomat, looks at how Afghanistan and Vietnam are comparable cases of imperial retreat and suggests what lessons policy maker can draw from these examples. Andy’s second article was written for the Australian Institute of International Affairs (AIIA). In this article<https://www.internationalaffairs.org.au/australianoutlook/aukus-is-a-rude...>, he argues that Europe should have seen the AUKUS coming. Europe is geopolitically less relevant to America in its contest with China, and Europe is also less willing to confront China. Unless this changes, the slide in Europe-America relations may continue. Joris Larik is co-hosting a conference on 14 and 15 October in Bruges on "The European Union and the Governance of Contested Global Spaces". The conference will be launched on Thursday, 14 October, at 17:00, by the Department’s annual EU Diplomacy Lecture<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.col...>, which will be delivered by the EEAS Ambassador at Large for Climate Diplomacy, Marc Van Heukelen, on “EU Climate Diplomacy: Projecting Green Global Leadership”. Participation is open to all interested, physically and in part virtually. On 3 November, Rahul Rao will deliver a talk on his award-winning book, Out of Time: The Queer Politics of Postcoloniality. LUCIR is organizing this event in collaboration with the MAIR Programme and its student body, ISSA. The book investigates the impact of colonialism on the politics of sexuality, religiosity and the political economy of homophobic moral panics. This may be of particular interest to colleagues and students working on IR theory, postcolonialism, gender and queer theories. On 11 November, LUCIR will organize a book launch for Diana Natermann’s Pursuing Whiteness in the Colonies: Private Memories from the Congo Freestate and German East Africa (1884–1914). It offers a new comprehension of colonial history from below by taking remnants of individual agencies from a whiteness studies perspective. The discussion will feature a short presentation from Diana, followed by responses by Walter Nkwi Gam and Yusra Abdullahi. Andrea Warnecke will chair this LUCIR event from 16:30-18:00 in Lipsius 204. On 22 November, we will host the South Africa’s foreign affairs minister, Naledi Pandor. She will speak on Africa’s role in world politics. This LUCIR lecture is scheduled for 17:30-19:00 and we will communicate final details about the venue as soon as we have them. We’ll close off the semester with a double book launch! Isabelle Duyvesteyn’s Rebels and Conflict Escalation: Explaining the Rise and Decline in Violence (CUP 2021) and Miriam Grandia Mantas’s The Civil-Military Decision Paths to Uruzgan and Helmand (LUP 2021). Both these books discuss why do military interventions take shape and lead to violent engagement as well as escalation. This LUCIR event is scheduled for 9 December (15:30-17:00) at the Spanish Steps in Wijnhaven building. The event will be followed by our annual end-of-the-year drinks. PUBLICATIONS Karen Smith “ ‘Challenging International Relations’ Conceptual Constraints: The International and Everyday Life across Borders in Southern Africa<https://www.uidergisi.com.tr/yazilar/uluslararasi-iliskilerin-kavramsal-k...>” in the recent issue of Uluslararasi Iliskiler. Karen explores the apparent dichotomy between how concepts like ‘the international’ are interpreted by IR scholars and the experiences of ordinary people on which these concepts are imposed. Contrasting the neat analytical presumptions about ‘borders’ in IR works against their abstract and messy experience by the people, Karen problematizes the International and the scholarship on it. In “Internationalism, Diplomacy and the Revolutionary Origins of the Middle East's ‘Northern Tier’<https://www.cambridge.org/core/journals/contemporary-european-history/art...>” published in Contemporary European History, Alp Yenen elucidates the international lives of the Young Turk leaders in the 1920s. He shows how these leaders remained at the centre of a significant moment in transnational revolutionary diplomacy in Eurasia. Although they were able to partake in international politics, they ironically reduced their own legitimacy and capacity as non-state actors by championing revolutionary bilateralism between Turkey, Iran, Afghanistan and Soviet Russia. Niels van Willigen published a chapter titled “Dutch Foreign Policy: Staying the Course Amid a Changing World<https://link.springer.com/chapter/10.1007/978-3-030-68218-7_9>” in a book titled, Foreign Policy Change in Europe since 1991 (Palgrave 2021). The article argues that despite momentous changes in world politics, the Netherlands has adhered to a liberal internationalist foreign policy approach, seeing this as an optimal way to promote its trade and security interests. Jonah Schulhofer-Wohl co-authored an article with Matt Buehler titled “The International sources of prejudice against Shi’a in the Middle East and North Africa: Original survey evidence from Morocco<https://www.tandfonline.com/doi/full/10.1080/13629395.2021.1974198> '' in Mediterranean Politics. The article explores the role of external factors in contributing to anti-shia bigotry in the countries of the MENA region. Based on the evidence collected from Morocco, the authors argue that the source of the Moroccan Sunni majority’s prejudice against Shias is not the sense of fear from this small and politically insignificant minority but Sunnis’ view about developments in regional politics where lately sectarianism has emerged as a key driver. Maxine David co-edited The Routledge Handbook of EU-Russia Relations<https://www.routledge.com/The-Routledge-Handbook-of-EU-Russia-Relations-S...> with Tatiana Romanova. This comprehensive volume with 40 chapters and an introduction from the editors explore the many facets of the relationship between Russia and the EU. The book brings scope, balance and depth to understanding this relationship and offers tools for critically analyzing and conceptualizing the new developments in the relationship. With Seçkin Köstem, Morena Morena Skalamera Groce published “The dual transformation in development finance: western multilateral development banks and China in post-Soviet energy<https://www.tandfonline.com/doi/abs/10.1080/09692290.2021.1974522?journal...>” in Review of International Political Economy. The article explores how Western multilateral developmental banks (WMDBs) and China have influenced each other's lending practices and are indeed cooperating in Central Asia and the Caucasus. The authors show that the neoliberalism vs. state-capitalism is unhelpful in understanding the post-Soviet energy sector includes. Corrinna Jentzsch published “RENAMO and Mozambique”<https://oxfordre.com/africanhistory/view/10.1093/acrefore/9780190277734.0...> in the Oxford Research Encyclopedia of African History (OUP). The chapter discusses the troubled and uneasy relationship between Mozambique's main opposition movement, Renamo and the ruling party, Frelimo. Even though Renampo stuck a peace deal with the government, Corinna argues that peace remains fragile. Renamo's bid to gain power through the electoral route has so far met with failure, which is a source of frustration. In “Tenure through Tyranny ? Repression, Dissent , and Leader removal in Africa and Latin America , 1990-2006<https://academic.oup.com/jogss/advance-article/doi/10.1093/jogss/ogab023/...>”, Babak Rezaee Daryakenari with his co-authors Christen Davenport and Reed M Wood explores how the interaction between a leader and the opposition in conflict situations shapes the latter's fate. Drawing on a large data set of 69 African and Latin American states between 1990 and 2006, they suggest that incumbents are vulnerable to coup d’ état when government repression is perceived as weaker than would normally be expected for a given challenge. Their article was published in Journal of Global Security Studies. Andrew Gawthorpe asks why the United States never made a serious effort to push the non-Communist regime in Saigon to carry out an extensive land redistribution programme, since land tenure was a significant motivation to members of the Vietnamese communist movement. All this and more, in “Modernization, Agricultural Economics, and U.S. Policy towards Land Reform in South Vietnam<https://www.tandfonline.com/doi/full/10.1080/07075332.2021.1953108>” which was recently published in The International History Review. Vineet Thakur and Karen Smith co-edited a special issue on “The Multiple Births of International Relations<https://www.cambridge.org/core/journals/review-of-international-studies/a...>’ for Review of International Studies. Their introduction to the special issue highlights why it is important to look at the roots and the routes of disciplinary journeys of IR outside of the conventional western story. The Transatlantic Era (1989-2020) in Documents and Speeches<https://www.routledge.com/The-Transatlantic-Era-19892020-in-Documents-and...> (Routledge 2021), edited by Bram Boxhoorn and Giles Scot-Smith, will be out in late-November. This is an accessible textbook that uses key documents from this period to demonstrate the rise and decline of transatlantic relations. It provides a novel interpretive framework by proposing that the three decades between 1989 and 2020 represent a distinct ‘transatlantic era’. IN THE MEDIA Tom Buitelaar published a blog titled ‘How Individuals Matter in UN Peacekeeping Human Rights Policy<https://www.cips-cepi.ca/2021/09/23/how-individuals-matter-in-un-peacekee...>’. Written for the Center for International Policy Studies, Tom examines the role of the human rights office in peace missions. Andrew Gawthorpe published two pieces recently. The first, Afghanistan and the Real Vietnam Analogy<https://thediplomat.com/2021/08/afghanistan-and-the-real-vietnam-analogy/>, published in The Diplomat, looks at how Afghanistan and Vietnam are comparable cases of imperial retreat and suggests what lessons policy maker can draw from these examples. Andy’s second article was written for the Australian Institute of International Affairs (AIIA). Europe is geopolitically less relevant to America in its contest with China, and Europe is also less willing to confront China.
